FPV’s Deputies, proposes to issue a $ 100 bill with the face of Hipólito Yrigoyen in replacement of Julio Roca.

As part of the Bicentennial, the proposal also provides for the inclusion of a representative picture for the anniversary of the “Grito de Alcorta” the agrarian revolt that occurred in Santa Fe in 1912. The huega originated among small and medium ruralists, mostly immigrant tenants. They were forced to accept the ominous conditions  imposed by landlords as rents contracts priceless, purchases of tools and supplies to whom the landowner shall command and responsibility more settler by a poor harvest. It reached a point where, even though the settler work from sunrise to sunset and good the harvest at the end of it he had no or basic necessities for survival.

In this context, farmers, despite the fear of repression and distrust, with the support of the dockers and anarchists managed to organize and fighters staged the big protest. On 25 June after a highly participatory meeting determined the indefinite strike.Although the protest did not modify the agrarian structure based on the power of the landowners, could get some reindivicaciones and caused the emergence of organizations of settlers in various parts of the country in the newly emerged nucleated Agrarian Federation. In the first congress of this organization was hoisted the famous principle of the Zapatista revolution in Mexico: the land must be those who work.

Reindivicando this historical fact deputies Héctor Recalde, Diana Conti, Carlos Kunkel, Adriana Puiggrós, Remo Carlotto, Octavio Arguello, Carlos Moreno, Adela Segarra, Gustavo Dutto, Luis Cigogne, Juliana Di Tullio, Juan Carlos Lorges, Maria Teresa Garcia and Graciela Giannettasio of Saiegh signed the bill, which provides for the regulation of the ticket by the Central Bank (BCRA). Turn on the presentation addressed to Eduardo Fellner, 1912, was highlighted as an important year not only for the Grito de Alcorta that “established the beginning of the end of the abuse and exploitation of the tenants in our country” but also by the sanction of  Saenz Peña’s law instituting the secret universal and compulsory ballot.

The inclusion of the former president on the ticket justify this sense, since  Yrigoyen participated in the reform for more inclusive and democratic vote. It should be noted that Argentina was one of the few countries in the early twentieth century, achieved a big institutional democratic change.

“This need to recognize important events for our country, and this year celebrates its centennial, we ask our peers to vote in favor for this bill,” the document.

Santa Fe, September 19, 2011

President Cristina Fernandez de Kirchner inaugurated a building of the Institute of Molecular and Cellular Biology in Rosario City with the presence of Santa Fe governor and presidential candidate Hermes Binner.

Cristina said first: “This president is not going to install answers because I have not come to that here, in Rosario. Poor favor I can give to the community, society and I think institutions to settle in inappropriate places debates that are for other areas and that certainly people evaluate, as it always does in the more crystalline way, which is the vote.”

However, the president subtly stated that “our concept is absolutely plural and federal in economic policy, so from the total credits for companies, 40% have been for Santa Fe province, followed by Buenos Aires with 17 %, Cordoba 10%…”

To which she added explicitly: “Do not worry Governor Binner when we make decisions, we do not take them watching the political color of any province.”

Then the president said that in 2003, “Investment in productive infrastructure was 0.7% of GDP, a GDP that was fairly small as 2003, today we are investing 5 points in public infrastructure sector.”

Hebe de Bonafini, head of the Mothers of Plaza de Mayo said that the opposition that summoned Schoklender to the Congress “has no project for the country”.

“The only thing that matters for them is to increase troubles” said the president of the Association.

The decision to attend to the Congress with Schoklender was described as a “total turpitude” by Bonafini, who was accused by the former representative of the Association of misappropriating funds that should be addressed to the Commission for Constitutional Affairs and Housing for the plan “Shared Dreams”.

For Bonafini, he “is finished and does not know what else to say” and therefore “he speaks lies, lies, and more lies, all garbage”.

“We’re safe and quiet,” said Bonafini when asked about the irregularities and complaints about the administration of Project funds. On the other hand thanked “the support we receive from the world”.

Finally, faced with a question about the existence of a Mother’s bank account in Miami, she said that their former head of the Center for Legal and Social Studies (CELS) Emilio Fermin Mignone, now deceased, “opened one to receive a donation of 10 thousand dollars in 1978” but concluded “we do not know what happened later”.

Finally, the Central de Trabajadores Argentinos (CTA) will have new elections to define its Secretary General. It was defined by the Constitutional Court of theCourt of Appeals, which favored a previous ruling.

The Court rejected the “extraordinary remedy” that had been presented by Pablo Micheli, linked to Claudio Lozano (Broad Progressive Front), and reinforced a ruling annulling the elections in which his was the only list (the Hugo Yasky sector, of Nuevo Encuentro, was not submitted because of dissent).

In this way, the inner fight of the union, which resulted from an irregular election with complaints from both sides, will be solved with new elections.

Today a report published by the New York Times revealed that “countries that have repressive judged responsible for violations of human rights have emerged with greater strength,” and stressed that that decision “did not threaten democracy, and led to more violence. “

The report, by Kathryn Sikkink a political science professor at Minnesota University titled “It has ran out of time to tyrants” developed countries around the world and had made progress in human rights matters unpublished cases of prosecution for those who had committed “crimes against humanity. “ Stresses that this process not seen since the Nuremberg trials in 1949. In turn explains that contrary to popular belief progress in human rights has not caused problems in democratic regimes, on the contrary, it seems that strengthens democracy even to neighboring countries where it is reflected a decline in authoritarianism or repressive practices.

Thus taken as prominent examples in Latin America: “In Latin America, military youth wing only have to look Argentinaand to Chile, countries in which, respectively, 81 and 66 people were convicted of crimes during previous dictatorships to learn lesson that the chances of punishment are greater now than in the past. This may explain why coups are now so rare in this region. ”

He added that “almost all the leaders, when faced with an order of the day, try to turn the page and look to the future. But the demands of justice are very robust and the countries that made their former leaders responsible for episodes occurred, have emerged with greater strength. ”

“The trials of repressors seem to have a deterrent effect beyond the borders. If a number of countries in a region engage in these processes, the neighboring nations also typically show a decrease in the level of repression, but had not entered into trials, “said the editorial.

The report says that “the historical evidence and statistics give us reason to question the critics of the trials for human rights violations.”

“My research, said the specialist, shows that countries in transition, moving from authoritarian to democratic governments, or civil war to peace, where there were prosecutions for violation of human rights eventually became less repressive thantransitional nations without those judgments. ”

In this connection, he highlighted that “if we compare countries like Argentina and Chile, which used the processing for human rights, with Brazil, which did not, I find that the processing is not exacerbated the human rights violations, nor did they threaten democracy or led to more violence. ”

Then “the possibility of punishment and disgrace of the oppressors, make the human rights violations in episodes more expensive, and therefore discouraged in the future who want to engage in them.”

“Since the end of Nuremberg trials in 1949 until the mid-seventies, there was virtually no possibility that the heads of state or government officials were found responsible for violating human rights” recalls the author of the report.

Sikkink concluded: “In the past two decades, the possibility of increased penalties and new government officials certainly will be more careful before deciding to kill or torture their political opponents.”

President Cristina Fernandez de Kirchner opened in San Antonio de Padua the National University of the West (UNO).

The president said that this day is “kicking off a dream, a dream of Merlo and all the suburbs in the West. A dream that I know for a long time. I love UNO, one for all.”

She reminded young people missing in the “Night of the Pencils”. “Today is a special day, a September 16 which marks the Night of the Pencils, is the disappearance of young students and remember them inaugurating a national university, public and free is the best tribute we can give to these young people”, Cristina said.

He added: “This University of the West is not an isolated event, it’s part of the nine popular universities, national, public and free opened since 2003 to date.”

“So these universities also involve a strong democratizing higher education, university education in Argentina, which has to be one of the pillars to restore that country, where the children of workers like me, could go to college and from college build a career and a future, and from it with the rest of the Argentines to forge a different country as we are doing,” she added.

“Our Economy Minister Amado Boudou likes to repeat an equation: When Nestor came to Government in 2003, Argentina was spending 5% of its GDP to debt and 2% to education. Today we are putting to education 6.47% and 2% for payment of debt. This means a new model of country and society.”

On the other hand the president was moved to tears when she recommended the new film “Juan y Eva” by Paula De Luque. “I do not know if anyone ever will film a movie of Nestor and Cristina, it was also a love story, is and will be a love story,” she said haltingly.

The president, Cristina Fernandez de Kirchner, opened the judicial information site  INFOJUS. “I am proud to launch a system that is unique in the world,” she said.

Very good afternoon to all. I see many colleagues, deans, academic. I think we’re in a very important moment. I was reminded of when law school had actual consultancies, which were the right tools to go to the poorest neighborhoods.

This appears to be a system only for lawyers, but it can be accessed by the entire population. It has a rearrangement has a constituent which had decided in 1994, but only now is done [referring to judicial digest].

France has [a legal information website] free, but not integrated. Italy has it integrated, but not free. Here we go with all conditions.

The software had the SAIC, tariffs, today is thoroughly modern. The system today is set by an SME and administered by the public sector, which puts us very happy, because, as in other sectors, we are putting intelligence in the public sector to improve state capacity, which is to improve Argentines capacity.

Today we are taking an important step, we are doing it from the state, with all the professionals involved. I want to thank everyone who helped. I am proud to launch a system that is unique in the world.

Who would be the candidate for governor of Santa Cruz by the radicalism, Eduardo Costa, decided to support the bill of the Popular Front, which has as a candidate the center-right Eduardo Duhalde.

The UCR signed an agreement with the 62 Peronist organizations of that province in order to get the gubernatorial candidates unified, and to adhere to the list of the former President.

The decision was questioned from the CGT in that district since, as argued to M24Digital, the leaders who signed the agreement have their terms expired.

Thus, Costa joins Roberto Iglesias in the list of deserters to Ricardo Alfonsin. However, it is the first to choose to support another opposition candidate.

The Foundation Grandmothers of Plaza de Mayo received the Unesco award for promoting peace with the presence of its leader Estela de Carlotto and Argentina president Cristina Fernandez de Kirchner.

Cristina gave a speech which highlighted the performance of Carlotto. “Today I am here on both counts; I’m not just as president of Argentina but as a citizen of Argentina. I’m sure in my citizen capacity representing millions of fellow who see our Grandmothers of Plaza de Mayo and the figure of Estela, overcoming a very tragic and very painful moment for Argentines,” the president said.

“I say to overcome because no one can recover from the loss of a child, in fact I am sure that Estela would have preferred being a school principal in the city of La Plata, be with her children and grandchildren as a grandmother again, as millions of citizens who are invisible and at some point, perhaps for historical reasons, in this case for very tragic, they become visible,” she said.

The president praised Estela de Carlotto who first was with the Mothers of Plaza de Mayo and then “decided to recovery the grandchildren and give them identity to105 children who eventually know who they are today.”

“As president of Argentina I have the pride of representing a nation that today is a model of what should be a rule of law respecting the observance of human rights, without restriction” Cristina said.

She also highlighted the figure of her husband, the late former president Nestor Kirchner, who “was crucial to abolish the Law of Due Obedience and Full Stop”.

In dialogue with Daniel Tognetti, the candidate for governor of the Province if Buenos Aires of Nuevo Encuetro, Martin Sabbatella, said that “the proposals that invited to turn back, to return to the past, were not accepted.”

The congressman said that the result obtained by Cristina Fernandez de Kirchner “surprised us all. I did not expect such a difference. I also have to say that it was palpable, that deep support, that recognition. But to see it in the urn, all together, obviously surprise us and excite us”.

On his national position, said: “We’re not in the Frente para la Victoria. In national parliamentarians, we have an agreement, but we keep our identity, our profile. We are the Nuevo Encuentro and from there we call to vote for Cristina.”

Meanwhile, he directed comments to the parties competing in the province. “I think the proposals that invited to turn back, to return to the past, were not accepted. [Francisco] De Narvaez had half the votes of 2009, [Margarita] Stolbizer almost a quarter.”

The comment about the deputy caught the attention of the speaker, who asked if her proposal was a step backwards. “I think she is deeply mistaken, beyond what she personally thinks, I think she belongs to a political strategy that, given the reality of Argentina, is on the right wing of what we are experiencing. They got trapped in the opponent arch, the Group A, that, with more or less commitment, represents corporate interests,” the former mayor of Moron said.

Meanwhile, when asked “Do you put [Governor Daniel] Scioli as a proposal to move forward?” Sabbatella replied: “No, but not going back either”, adding: “I think there is a debate for the future that is how to make the province more in tune with the national debates. Scioli adapts to the winds that blow, while Cristina blows, it is fine. The province is clearly not going backwards.”

Margarita Stolbizer, Member of the Broad Progressive Front (FAP), said she does not believe that “the Congress of the Nation must validate a summon to a person like Schoklender.” She said she will adress the discuss whether to go to the camera or not with Hermes Binner.

The gubernatorial candidate said that if Sergio Schoklender, former agent of the Foundation Mothers of Plaza de Mayo, ”has something to say, he must do so in the context of Justice.”

“I do not think the Congress of the Nation must validate a summon to a person like Schoklender. If he has something to say, he must do so in the context of Justice,” the lawmaker told a local radio.

Stolbizer indicated that, however, she still does not know “whether I will or not, I’ll talk to [Hermes] Binner, but we have expressed our opposition to what is intended to do.”

She declared that “if Congress acts in the place of Justice, it is as bad as when we denounce the Executive invading our legislative powers. The institutional system works best if everyone does the right thing to do.”

Sergio Schoklender, former lawyer of the Foundation Mothers of Plaza de Mayo, said he will go to a joint session of the Congress to attend a call for a sector of the opposition.

Schoklender announced that he’ll concur to the Congress to attend a meeting that was called by opposition to expose the public accusations made against officials of the Government. On the other hand he also said he has received threats against his family.

In another sense, he denied Hebe de Bonafini about the closure of the accounts at the Bank of Asturias, and said that “the accounts are open and Hebe has two credit cards working”.

Moreover, he said that Jose Lopez, Public Works Minister, should be investigated by the Justice and accused the officer of “spoiling Shared Dreams foundation’s budget”.

Finally he said he has received anonymous complaints, which he attributed to “intelligence services”.

Estela Carlotto, head of the Grandmothers of Plaza de Mayo, said that the prize that will be given by the UNESCO is “a recognition of a country that never gave up” and that the credit goes to “perseverance and that we have done things with love and peace, never for revenge or hate”.

“Argentina is being recognized worldwide for its merits in human rights over state terrorism. As anywhere in Latin America, we are carrying out trials” said Carlotto.

The United Nations Organization (UNESCO), will give the Felix Houphouet-Boigny Prize to the Grandmothers, which is given every year to those who have contributed to preserve peace in the world. Some of those who had received this award have been, for example Nelson Mandela, Jimmy Carter and Luiz Inázio Lula da Silva.

“Obviously it is recognition of the work that we have done all these years. It says that we are doing important things and this makes us happy, considering that in our own country, some areas (minority thankfully) have tried to detract us, to doubt from the loyalty of our work” said the head of the Grandmothers.

The award was created in 1989, and is given every year by the UNESCO, having intended to honor individuals, institutions or agencies that have sought to keep the peace, in correlation with the principles of the Charter of the United Nations and the Constitution of the multilateral organization.

The same provides a financial reward of $ 150,000, a gold medal and a diploma. The celebration will take place in Paris at UNESCO Headquarters, on Wednesday. There will also have the presence of Cristina Fernandez de Kirchner and seven grandchildren who have been recovered.
