“The procedure for applications for financial aid” was published in the Official Gazette, and was regulated by the Chief Cabinet based on decree 2609/12.
Cristina Kirchner established the granting to municipal governments ‘financial support for the implementation of expenditure on benefits to such jurisdictions’.
The executive branch justified its decision by pointing out that ‘it is necessary for the state to implement policies and actions to strengthen subnational levels of greater decentralization, establishing the necessary powers to implement mechanisms for economic and financial assistance to improve the efficiency, capacity response and outcome of management by municipal governments’.
The resolution was published on Wednesday, ‘the Office established the procedure to regulate the process for granting financial assistance to municipalities / communes included in the scope of the rules’.
The decision to establish direct contact with the mayors is used for some time by the national government: for instance, the Federal Planning Minister Julio De Vido meets regularly with community leaders, who turn to him for money for public works.
