Garre presented Plan Rational Use of Force and Firearms

The Minister of National Security Nilda Garre introduced the “Plan of rational use of force and firearms to preserve the life of the troops, victims and others.”
Garre said, “The main principle is proportionality in the use of force and the prioritization of the value of life by death resulting value of effectiveness.”
“We had to make an adjustment in the Armed principles, doctrine and training”, because “doctrines were formed in facto authoritarian governments,” she said.
The minister explained, “They had to refurbish the life value for the security forces, a very proportionate use of force and only use a weapon when it is absolutely necessary.”
The minister highlighted as “paradigmatic” the case of Fernando Carrera, who participated in the so-called “Slaughter of Pompeya” where police officers who were in an unmarked car, began a chase after mistaken him for a thief, which culminated in the death of three pedestrians.
“It is a change of values; I think it has been realized and this also lends special attention of the security forces who have to participate in these events,” she said.
