Court of Auditors issued on the cause for the fraud with the “Vale Más” social program
Argentina, September 29, 2012
Today, the Court of Auditors issued on the cause for the fraudulent execution of the Investment and Social Development (FIDES) funds in 2005, which motorized the ticketing system after the 2001 crisis to people of Mendoza with fewer resources to buy the products needed for living.
In 2000, the Law No. 6783 guaranteed contribution of $ 15 million for programs to production, labor, protection of the family, childhood and adolescence, among other social issues.
So, in 2005, based on this law, the Ministry of Social Development issued Resolution No. 1763 to create the “Vale Más” social program to deliver aid to populations at risk in the form of tickets. However, the system was a source of uncontrolled money since payrolls were twins and also were exchanged duplicated tickets, a mechanism of defrauding the state.
The judge did not apply sanctions (monetary charges) on the frontline officials of the then Ministry of Social Development, but mentions the responsibility of the then Minister of the area, Ana Maria Gotusso for “irregular administrative proceedings”, and failure to check the units that were in charge.
