At its first meeting since assuming the government of Mauricio Macri, the ruling coalition that emerged as the first minority was able to build a consensus with most opposition blocs, and even managed to score six deputies of the Front for Victory party, though one already left kirchnerism.

The agreement reached with the opposition had two expert negotiators in Congress, as President of the Chamber, Emilio Monzo, and congressman Mario Negri, who from his bench led the heterogeneous interblock of «Cambiemos» party, consisting of Radical, Pro and Civic Coalition party.

Also the young head of the Budget Committee, Luciano Laspina, played a central role in the negotiations with Marco Lavagna and Diego Bossio, who agreed to most of the reforms introduced in 11 of the 19 articles of the draft.
